“Sweet songs never last too long on broken radios”

Following the events occurring in Egypt over the last few weeks and as per the request of the Publisher of Sports & Fitness
Magazine, who felt that the magazine should do something to recognise these momentous events from a sports point of view, I responded to such a patriot move and initiative of the Publisher of Sports & Fitness Magazine and I will try my level best to discuss the outcome of the former political regime in Egypt and how it corrupted the Sports Industry in Egypt.

Corruption in sport represents a big issue which can not be comprehensively analyzed and reported within the time and resources provided by National Sport Council and the Egyptian Olympic Committee, a purpose of this article is to raise awarnes and to touch on the main issues of corruption in sport Egypt, its causes and possible solutions.
Sports governing bodies in Egypt are fully convinced that a need for such discussion both among public officials responsible for sport in Egypt and among sport people themselves exists. Start of such frank debate is – in my view – an important opening tool for prevention of corruption in sport.

For operational purposes I will in this article use the meaning of corruption in conformity with the Transparency International definition: “Corruption is operationally defined as the misuse of entrusted power for private gain.” Sport is a big phenomenon today, it is very important part of today’s life.
However, sport is rather contradictory phenomenon. It is connected with big humanistic values and it formats life and values of billions of people on the one side. It is also connected with dirty business, doping, corruption and violence on the other side.

Corruption in sport should be matter of concern not of pessimism. We are not speaking about decline of sport values. But we are facing of a new challenge. This challenge is higher as the issue is still not dealt with properly.

We may perhaps compare doping in sport with corruption in sport. However, doping has been seriously treated for many years now, with numbers of experts, scientific background and international coordination structures. Nothing like it exists in the area of corruption in sport yet.For preventing and eliminating corruption it is important to know the scope of corruption and areas where it occurs. Knowing this, it is also important to know patterns under which corruption is predominantly performed.
It appears that corruption can be found in almost any imaginable areas of sport, the main areas are
match fixing, embezzlement or misusing of sport funds, corruption in hosting of games, corruption in changing sport results, corruption in transfers of players, corrupted elections in sporting bodies. I can also mention situations where high sport officials were convicted of corruption in their non-sport activities which is not corruption in sport itself but it certainly influences the sport life.

I also keep aside a role of politics in sport which might be very close to political corruption of sport. It represents another very interesting and controversial issue of sport closely related to the issue of corruption in sport.
I can offer an overview of corruption cases or a possible corruption case that shows that corruption can occur and does occur in all aspects of professional and amateur sport in Egypt.

What to do? First, it is important to say that the corruption can be fought. It may be impossible to eliminate it completely but it is certainly possible to minimalise it to a reasonable extent. Prevention of and fighting corruption in sport has many similarities with
prevention of corruption in other social areas. As in many areas the first step in the fight against corruption in sport is also one of the most difficult. It is acknowledgement that corruption in sport exists. Denying corruption in sport does not protect the core
values of sport as it is sometimes declared. Vice versa it only helps corrupted people in sport to hide their interests.

Similarities can be found with prevention of and fight against racism in sport. After being neglected or denied by many sport officials in the past, it is now acknowledged and important and successful steps are taken against racism. Similar approach should be taken in the area of corruption.
Further research and discussion is important to specify possible measures. Since prevention of corruption in sport to the large extend depends on the willingness of the sport family to fight corruption by themselves, anticorruption measures can hardly be simply prescribed.

Common understanding of a concept of corruption, its manifestation and preventive measures should be reached by discussion and research. Government can facilitate these discussions by initiation and financial support.
Outcomes of above mentioned discussion must reach a wide sport audience. They must therefore be transferred into ethical guidelines and training manuals. Ethical and integrity aspects including risk of corruption and corruption prevention principles should become a part of sport education and training. While many manifestations of corruption in sport may be ambiguous there are many acts of corruption in sport which can be prosecuted under existing international legislations.

Transparency is one of the most powerful tools against corruption. Any measure which will make sports life, including sport financing, more transparent should be supported and promoted. National subsidies provided by government to sport can be use a tool for requesting increased transparency.
Despite its mass character decision making in some sport branches may be rather close, as it may be quite difficult in many countries to intervene in internal sports government and thus endanger sport autonomy some alternative measures can be found.
Establishing independent ethical commissions or panels may provide an appropriate solution between strict autonomy of sport and strong governmental intervention. Ethical commissions or panels of well-known independent persons can provide an important, independent feedback to cases and issues where ethical integrity in sport is touched.
I urge the government, the National Olympic Committee and sport federations to adopt concrete measures to prevent corruption. These methods should include measures for the appointment of anti-corruption co-coordinators, establishing anticorruption hot lines etc.

دأبت منذ فترة ليست بالقصيرة على كتابة سلسلة من المقالات عن صناعة الرياضة حيث عرجت من خلالها الى التحدث عن موضوعا تمنيت أن تلقى بظلالها على الحركات الرياضية بمصرنا وعالمنا العربى ألمحت من خلالها الى تردى الاوضاع وغياب المهنية وتنام ظاهرت أهل الثقة وقد كانت أغلب مقالاتى استرشادية وناصح وداعية الى ضرورة مراجعة السياسات الرياضية المصرية والعربي وقد استخدمت فى العديد من مقالاتى كلمات تشير الى ذلك أذكر منه والتى تعنى بالاصل مكافحة Governance على سبيل المثال كلم الفساد وقد ترجمها غير المحترفين الى العربية مستخدمين كلمات “ الحوكمة” أو “الحاكمية “ قاصدين بذلك أعادة هيكلة المنظمات الرياضية وقد تنامى ذلك الاتجاة وفقد المصطلح قيمته حيث استبعدت الكلمات والاليات المرتبطه به والتى أذكر منها على سبيل المثا وفى هذا الاطار فقد Auditing والتدقيق Transperency الشفافي تأثرت منظمات رياضية كثيرة بمثل هذه الامور منها على سبيل المثال لا الحصر اللجنة الاولمبية المصرية والاتحادات الرياضية التابعة لها كما ظهرت على الساحة الرياضية المصرية منظمات مصرية افتقدت الى الشرعية الرياضية وباتت تنافس وبتفوق منظمات رياضية حكومي مثل المجلس القومى للرياضة ومنظمات رياضية أهلية مثل اللجن الاولمبية المصرية .

كما أختلطت الامور لدى صانع القرار الرياضى والذى تم اختزاله فى شخصيات تنفيذية محاطة بأهل الثقة و المستفيدين من بدلا حضور الاجتماعات والجلسات وجميعا تتلقى تعليماتها من النظام السياسى وغابت اليات صنع القرار على الرغم من التظاهر بوجود مجلس رياضى من المفترض أنه يصنع القرار بل وصل الامر الى ذروته حينما أتضح للجميع أن الانجازات المصرية برياض المستويات العليا وبالاحرى الجهات التى حقق منتسبيها انجازات
رياضية لمصر – جميعا لاتخضع لسياسات المجلس الرياضى الحكومى بل بات من المؤكد أن استثمارات تلك الجهات فى مجالا البنية التحتية ومصاريف التشغيل قد فاقت الموازنات الحكومية للحرك الرياضية المصرية وكى أصدقكم الحديث فأننى أرمى بذلك الى اطلا وزارات السياحة والبترول والانتاج الحربى والدفاع والاعلام والاندية الرياضية الخاصة بتلك المهام الاضافية فى اطار اهتماماتها بمنتسبيه وأعضائها .

وتبع غياب العمل الرياضى المؤسسى انحصار الطموحات الرياضية التنظيمية ليتكرر السعى لاستضافة أحداث رياضية تلقى بظلال من الرتابة والمحدودية على الحركة الرياضية المصرية وأقصد بذلك السعى لاستضافة بطولات محدودة المشاركات وعديمة الجدوى الفنية والتسويقية ونحيت جانبا أفكار قابلة للبحث مثل استضافة سينا للالعاب الاولمبية الصيفية عام 2020 والمشاريع المصاحبة لذلك مثل التوازن السكانى والمواطنة والامن القومى.

وتقاطعت مسارات الرياضة والاعلام والمال وبات تداول الحقوق التسويقية للرياضة المصرية حكرا على وزارة الاعلام واتحاد الاذاع والتليفزيون وقد أملت تلك الجهات على المنظمات الرياضية شروط وصلت الى درجة استبعاد قنوات تليفزيونية من اليات شراء حقو البث التليفزيونى وتنحيت اعلاميين مرموقين .

وبات الرأى العام المصرى مغيبا عن الارقام المصاحبة لبيع الحقو التجارية للرياضة المصرية وقد غابت الشفافية بصورة أدت الى عد معرفة المواقف المالية لاحداث رياضية نظمت بمصر أذكر منها دور الالعاب العربية وبطولات عديدة لكرة القدم أو أحداث ستنظم مستقبل مثل التكلفة المترتبة على السعى لاستضافة العاب البحر الابيض المتوسط بالاسكندرية ) صيف 2017 ( كما ظهرت وكالات اعلامية زعمت انها متخصصة بالتسويق الرياضى وادارة الاحداث الرياضية وأخفق العديد منها فى تقديم برامج تطوير رياضية حقيقية تستقط وتعود بالنفع على الرياضة Sponsors اهتمام زبائنها من الرعاة المصرية.

High Performance وقد ألمنى غياب مراكز اعداد الابطال Sports Medicine ومراكز الطب الرياضى Ttraining Center وتهميش دور كليات التربية الرياضية ومساهماتها بالحركة Centers
الرياضية المصرية بل واستبعاد رموزمصرية من الادلاء بدلوها فى تحديد استراتيجيات الرياضة المصرية .

بلدنا مصر لم ينهزم على مر التاريخ بل يتعثر من أن لاخر والان وقد أستشعرت نهوضه من عثرته فأننى اهيب بالجميع السعى الى تعظيم دور اللجنة الاولمبية المصرية لقيادة الحركة الرياضية المصرية وتقليص دور الجهاز الحكومى الرياضى الى مهام محددة تتمثل فى متابعة المال العام الموجة لتنمية رياضة المستويات العليا والرياضة للجميع وتنمية الاستثمارات الحكومية فى مجال البنية التحتية للرياض وقد اشار مقالى المرفق عن اليات مكافحة الفساد فى المجال الرياضى وفقا للمعايير العالمية والمعنون بجملة باللغة الانجليزية.
